Is this road rash, or did Discount Tire damage and then paint it?

Recently had a flat fixed. I do not remember hitting a curb. The car is 2 months old.

What do you guys think? Is the primer black like this or did they paint it?

The wheel was covered in gew after it was repaired. They appolagized for that and then asked me to leave because they were closing. Kind of strange that they would go through all that work and then not wipe it down, right?

Highly doubt that's road rash, it appears as if something was dropped on it. It doesn't take much to damage the finish on the Onyx Black wheels. I dropped a lug nut maybe 3 inches onto one of my wheels last year and it scratched the finish.
 
Yeah agree. Not road rash. I’ve had my 22” wheels damaged at a tire repair center before, can happen with the wrong tools and or minimal experience. Either way if this wasn’t you and you are somewhat particular about your car, likely a cover up repair job some time recently.
