It depends on where the current and new owners are located and could be different.
but overall it is a long process and requires to do a lot of calls to tesla from your and the new owner's side.
If you just initiated the transfer from your account, call tesla and ask for the next steps and explanation. But you also should get an email with the next steps in a week or a few after initiating the transfer.
