Level 2 charger question. J1772 IEC Type1

When I drop my car at the local Fly and Drive parking I leave it at the charging station, plugged in using my own adapter and charge limit set to 80% (enough to get me home after my trip). The charging station is a level 2 charger, IEC Type 1, J1772. When I return I find the battery fully charged, the charge level selector has moved to full charge (95%). I asked the attendant if anyone had toyed with the charge setting in my car and the reply was "no". FYI - the setting is not locked by any means or by using 'Valet' mode. He just plugs the car in every once in awhile and again the day I'm due to pick up the car.
My problem is I don't seem to be able to control the amount of charge, say 80%, nor can I find any documentation on the Level 2, IEC Type 1, J1772 charging system.

Sounds strange. Now sure how they could change it (is it self park or valet)? Plus you can always use your Tesla app while you are gone to see what it is set to and adjust from there if needed.

The parking lot is valet parking and, whereas the app works there, the charge limit is simply bypassed. I thin this needs a Tesla engineers opinion. Thanks
