Where can I find a list of options and cost of each for the model 3?

For the current build with LR:

• $9000 LR battery
• Premium Upgrade $5000

The above are "required" for the current build to be delivered as the first production run. So they are not really "options". The ones below are options which you can choose:

• Any color other than black $1000 (Black is standard)
• Enhanced AP $5000
• Full Self Driving $3000
• 19" Sports Wheel $1500

I am quite sure that once the production ramp up is done, more options will be available. This is what is available today.Hope it helps.

I seem to recall Elon Musk saying that options for Model 3 will be less expensive than the same options on Model S. But enhanced autopilot is $5,000 on both. Am I mistaken?

Some options cheaper? Yes. All options cheaper? Not a chance.

I believe there was an Elon tweet about dual motor for the Model 3 being cheaper than dual motor for the S.
