As journeys into London with the car are very rare (today will be the 1st in 2.5 years!) perhaps I should have NOT paid to register the car and simply paid the CC

That's me too. Once or twice a year, but not every year ...

Do I need to pay the CC in advance or do they contact me later with a bill?

AFAIK onus on you to pay, if you don't then you get a fine rather than a bill

Thanks - I've paid my £15 CC and will endeavour to claim it back once my discount is approved.

you can pay up to midnight the same day - onus is on you to do it I think or wait for a fine.

It would be interesting to know if the exemption runs out a year after the date of application or a a year after however long it takes them to do the admin. That would tell when your car becomes exempt.
