No it doesn't, you have to have FSD to qualify for 'free' HW3 update.

AP hardware was standard, EAP was an optional extra at around £4k, FSD was another £3k ontop. That car doesn't have either option activated, so you don't get any AP functions.

The only possibility is that EAP was purchased later. But the only way to be certain is to inspect the car or get confirmation via the VIN from Tesla.
