    There are a number of superchargers in the Middle East, apparently were also private installed

    Are these SC then not free to use for the Tesla owners who have lifetime charging? I am assuming they would not be free charging locations if they were paid for outright by a company.

    Why are they (or would they) be limited to 60kW?

    They are "private" chargers paid for by the taxi company. I don't think they will be available for use by any other Teslas.
    Apparently the private chargers are limited to 60 kW.

    Bummer, I was hoping I could buy one of these portable units and pull it around on a trailer. ;)

    A portable one could be handy for opening routes that Tesla hasn't placed Superchargers on yet. Once the popularity was discovered the charger could be replaced with a permanent one or the route abandoned; Tesla themselves have done this. Anyway the 2017 map shows much less reason for such an idea.
