Yes, it certainly will be. I have been attending the formation meetings for a year because my little Beach town is seriously considering. LACCE also just hired a CEO and is ready to kick off as soon as the first city joins. At one point they estimated that this could be 40% of SCE market. The impact on SCE's revenue will be less because only the generation portion of the bill will be served by LACCE.

City of Calabasas just resolved to join LACCE. It won't become official until the second reading of the ordinance in July. This means other cities will start signing up.
