The drain really comes from only one place - the MCU which usses about 250-300W at idle.

I'm not sure how much data the car would send back to Tesla over LTE; a lot of owners have seen large uploads via WiFi. If the car is sending back information over LTE on a marginal link, it could take a very long time to send (low throughput and multiple retries), preventing the car from sleeping.
