Why couldn't they familiarize themselves with the HTML version just as easily? You don't need to be an owner to look at it.
Let's assume that you are a new owner of a Tesla 3 or maybe even a prospective owner. You want to read the manual from front-to-back in order to get a good idea what your new toy can do and how you can do those things. Maybe not reading every single word but maybe just a quick scan to familiarize yourself with the car. Try doing that with the HTML version. You're going to be scrolling, then clicking on the next section when you get to the end of what you're reading and scrolling again and again. You'll need to be doing this on a computer / laptop / tablet with a browser. Even if you are only interested in certain features, you'll still have to point-and-click all over the place.

Contrast this with the .PDF version. Most PDF readers can render the pages in the manual as a complete image, just like you would if you had a printed copy. I'd say probably all of the PDF readers can show two pages at the same time, given you are viewing with a widescreen display. Going to the next page is easy; just press Page Down or Arrow Down. Searching for a particular phrase or word in the entire manual is also easy. Try doing that with an HTML version, sectioned off in individual topics.

Plus with a PDF version, you can continue to read the entire document off-line, using a Kindle at the beach if you want.
