I do have mine enabled, and it shows up on the Controls page.

Mine shows up under Controls now too (looks just like what you posted). Not sure when it appeared (I do not have Homelink activated to work with Summon). When I posted the app screenshot yesterday I did not check Controls to see if it was there but after seeing your post this morning I checked and it's there. Car updated to 36.1 last night. I have EAP and FSD.

The table below skips a handful of the dot loads which were either quickly superseded or didn't appear to introduce new features en masse. Note that while the latest and greatest firmware, 2019.36.1, is linked with week 36, we are currently in calendar week 45. Tesla's track record indicates that we might reasonably expect new features on a 4 week cycle, thus linked to weeks 40, 44, 48, and 52 later this year.

For me the stand out feature is the single pedal driving.
The traffic cone detection and visualization appears to be HW3 only, and I currently have HW2.5.
Not noted above is the significant improvement in the automatic wipers, which now seem much more sensitive.

If this turns out to be the divergence point between HW2.5 and HW3, that will be significant.

Not sure if the "Traffic cone visualization (FSD only)" is referring to the FSD computer or FSD software, but..... My car does have traffic cones, and does not have FSD software. Built in Oct 2019. :)

Traffic cone recognition is a HW3 thing.

I have one car FSD and one not. Both recognize traffic cones. Both are HW3 cars.
 
Forgive the shorthand on the Supercharger upgrade. First, I don't understand the benefits specific to each Model 3 variant. Second, it's largely academic, because I assume anything over 150 kW at this point requires a V3 Supercharger, of which there are only a scant few.

I received my Model 3 SR+ end of novembre. Is it normal that I'm still trailing with 36.4 when 40.2 is rolling out ?
And I confirm for the cone thing, I haven't FSD and they are on my screen (it also took firehose and sometimes little bushtrees that are wrapped for the winter for cones, weird...)

40.2 has "rolled out" to roughly 5% of the fleet.

The majority are still on 36.something

Chart is still wrong on the cone thing- it's for HW3, regardless of having FSD or not.
I'm wondering the same about the stop sign recognition. I'm on HW 2.5 with FSD on the books but no idea when my car will be upgraded to the new HW 3 so not sure how much the division between the two HWs will be before the roll-out increases. Anyone with HW 2.5 get the OTA 40.X and will report their results?
 
I got 40.2.1 last night. Nothing major. They did say that wipers automation has been improve, I have yet to see the difference as I had so far activated them myself due to the snow/dirt mix I get thrown at on our roads so far. Withbig smears on the windshield.

And for the supercharger part, I did supercharge last week, so I cannot speak for that.

I got the update to 40.2.1 the same night I posted above. The best thing I like about it is the lane changes on AP are so much smoother and quicker. The stop sign and stop light recognition must work on HW 2.5 cars as I saw a video from Frugal Tesla Guy testing on his Model 3 with HW 2.5 but I don't see a need for testing it myself since I don't normally use AP on city streets and that is when it works. I haven't noticed any real change in wipers but I was pretty happy with them the way they were. The slow down when passing a line of slower cars is yet to be tested too but I did notice I still get phantom braking in the same spot I almost always do and have reported it numerous times.
