Model S Credit and Rebate in CA

I ordered an MSLR on 06/2021 @ $79900 and picked it up on 03/2022 in California. I thought there are three credit/rebate programs:
1) Federal EV tax credit
2) CA CVRP ($7500?)
3) CA Clean Fuel Reward ($750) - Got it directly in the agreement

I was thinking Tesla was not eligible for 1, and 2 gave a CA tax credit. Just realized today that 2 actually gives a rebate. Because it has been almost a year, is it still possible to get 2 now?
Moreover, did I miss other programs?

Vehicles​

On January 1, 2023, the Inflation Reduction Act of 2022 qualified certain electric vehicles (EVs) for a tax credit of up to $7,500.
Note: This credit amount applies to deliveries now and may change during March 2023, at which point credit amounts may be reduced.
Qualifications include:
  • Customers must buy it for their own use, not for resale
  • Use the vehicle primarily in the U.S.
  • Adjusted Gross Income (“AGI”) limitations
  • MSRP price caps

The Model S doesn't qualify under this year's revise Federal incentive because it costs too much money (MSRP price cap). Some other previously ineligible Tesla vehicles are now eligible again.
