Consider this from the FEUS POV:

They delayed adoption of PV for 60 months for about $600k. They have 40k customers, and say worse case (for them) they might have lost revenue from 5% of their customers. That would be 2000 customers for 60 months. They broke-even if the average averted lost revenue was $5/month.

This suggests that the utilities are happy customers of the lawyers
