MY Stuff steering wheel after accident

Hi everyone! I was in an accident 3 months ago, I still haven't received my car back. After countless promises to get it back this week the body shop said that the steering wheel is stiff and he'll need to send it to Tesla direct. I wanted to see if you guys can help me figure out why. I have attached the part list of the pieces he ordered. Now it was 2 body shops that ordered parts one Tesla certified and the other was not. Original shop thought it was something he could handle but saw damage close to battery so he sent the car to a Tesla certified shop to handle those repairs.
