My utility bills went up after installing solar panels and home energy usage is doubled based on Tesla app

Numbers in picture make more sense since electricity consumption reading starts from zero around July 14th (presumably bidirectional meter installation date). Export number is suspect since 12 KWh for whole month in July is ridiculously small. What did you set PWs reserve level to? Lower reserve reduces export number since it increases self consumption.

If you know someone capable of opening breaker panel and attaching current clamping meter it will give current electricity consumption per line. Do you have one line electric diagram that is typically required for a permit? Tesla usually emails you a copy when they submit documents to local municipality. If you find one and decide to post here remove your personal information. This diagram will help people to understand how main electric meter, Tesla gateway, PWs and solar inverters are wired together.

Based on your posted PV production numbers I estimate size of your system at around 7-9KW on AC side (9-12KW on DC side). Monthly export numbers for a system of this size do not line up. This is grid balance for my 22.4KW DC side system for month of July:

First a quick note, when you are posting screen shots from the app please use the color breakdown mode (solid three lines) like you did in the last image for July 2022 Home Usage. This gives a more complete picture of what the sources (grid, PV or PW) are beings are what the sinks (grid, home or PW) are taking the energy.

First off, I assume that the utility meter is recording everything correctly and that any errors are coming from mistakes made when the installer installed and configured the CTs (Current Transformers used to sense current/power). Looking through the data in your posts I think that utility likely hasn't actually enabled bi-directional behavior or has swapped the import vs export values and the Tesla CT installation is incorrect.

Does Dominion provide you with web portal that you can get hourly usage from? Looks like they have this according this webpage.
Looking back at a sunny day in July what does the Tesla app show for the single day hourly data for the Solar, House and Grid (using the color breakdown)?
How does the detailed Tesla data correlate with the Dominion hourly data?

The table shows 12:30am to 12:00am every half hour consumption in KWH
 
I cannot makes sense out of these charts. i do no see how house manages to consume every single KW of power while PV is operational in summer. At the same time chart shows minimal exporting for a few days only in mid July.

Is it possible that Tesla configured inverter for non exporting option? I do not have Tesla inverters so do not know if UI shows any configuration options. Maybe other people with Tesla inverters can chime in.

House consumption for one day in July was 180 KWh. That is a lot of power for residential account. Most electricity consumption in summer is driven by AC. The fact that one day consumption is roughly double of average is rather unexpected.
 
I did some comparisons btw Tesla and dominion. They aligned very well. The only thing is dominion shows as 0 when Tesla exporting energy
For July 2022 the Tesla app is showing 2390.5 kWh used by the house and 1038.5 kWh generated by solar which means that you needed to import 352 kWh. Your pre-solar July 2021 was 1397 kWh and 1499 kWh for 2022. Now the real dates aren't the same with Tesla from 7/1-7/31 and DE from 6/15-7/15, but your 7/15-8/13 was 1368 kWh in 2021, so should be about the same.

The DE meter appears to have two tracking meters inside, one for Delivered/DEL which are your imports from the grid and one for Received/REC which are your exports to the grid. You are getting a small amount of exports to the grids on a monthly basis from the bill summaries that you posted earlier, but I think that the data table that you posted is just for the Delivered kWh.

If you think that your numbers are the same, why the extra 1000 kWh for the month? If you aren't doing anything to account for the extra usage then something must be messed up on the DE side with the new bi-directional meter they installed. If the DE meter display cycle includes the instant kW then you should compare that value to what the Tesla is showing.
 
actually data does not lineup. Meter readings show 8 KWh for July 20th and around 35KWh July 30th and 31st. Tesla does not have dip on 20th and readings for 30/31 are much higher than low number, 39.

Looking back through your posts again I saw this image for the Grid for July 2022.

And you only had 12.9 kWh exported which matches with your bill summary that is showing 12 kWh exported.

It seems like you are just using a lot more electricity in 2022 than you did in 2021. Can you please post a screen image from the Tesla app for solar for a full sunny day in July in the color breakdown mode (post #25)? If it is a continuous bell curve then it would seem that your system is operating normally. If it is chopped up (and it wasn't cloudy) then maybe the system is in pre-PTO non-export mode and disabling the PV so that it won't export to the grid.
 
I have a 8.8kw solar system with power wall. I set power wall to 5%. It was 0% for quick a while. I couldn’t find the document you mentioned. Right now, neither Tesla nor Dominion agreed to send anyone to check. Tesla said it was meter reading problem. Dominion said there was no solar production.
Using Herndon, VA as the location an 8.8kW system with defaults (180/south orientation, 20 degree tilt, thin-film) generates a result of 1262 kWh for July which is bit higher than your 1038.5 kWh that was generated in July, but that is likely due either having panels that are not all located due south, shading or weather differences this year versus historical.

Two quick questions. In the DE data table that you posted earlier did you compute the last column of data or was that from the DE output? Also, is the DE data for 7/20/22 in the early morning hours all zeros or was that a mistake made when you were copy-and-pasting? This is particular concerning as the Tesla app data is showing grid usage during this time of at least 1kW.

Based on the data that you have shared, I think that your usage has gone up dramatically from the last year and your PV is undersized for your current needs. Looking at the DE data for 7/23 you pulled 137.2 kWh from the grid with most of that after from 8:00-12:00am. The screenshots of Home usage on 7/20 and 7/21 are showing 5 and 7 spikes of usage up to 7.2kW indicate A/C usage.

The thing that I can't wrap my head around is the Powerwall charge/discharge that is going on. If you were in Self-Powered mode I would expect to see discharge into the night, but this isn't happening on either 7/20 or 7/21 and the Powerwalls are discharging during the day. I think the system might think that you don't have permission to export to the grid, but that doesn't fit exactly either.

I was looking at historical weather data for your area and most days there are at least some clouds that were present. On 7/20 it was sunny from 6:00-12:00pm, but then passing clouds from 12:00-6:00pm and 7/21 was partly cloudy from 6:00am-6:00pm. This mostly matches the app data. I did find one sunny day on October 9th. What do your Solar, Home, and Grid views look like on that day? If the solar is cutting out then it would be a better indicator that the system thinks that you can't export.
