Yes I was pulled over today by state troopers in El Paso Texas and they told me the reason they pulled me over was because the paper plate was not in the back window is this true or is it supposed to be where the plates bolt to the bump

A simple google search turns this up:

    TXDMV.GOV - Temporary Permits

    "Permit Display
The permit must be displayed in the rear window of the vehicle. If the vehicle does not have a rear window, the operator must carry the permit and receipt in the vehicle any time the vehicle is in-transit."

Your car is registered in California and the window is the proper location for it. Unfortunately, it will be a PITA to get this resolved.

You can get a Texas temporary license plate and place it where Texas expects it to go for $25: TXDMV.GOV - Temporary Permits
