I did a little spirited driving yesterday and after I parked I noticed this (in the picture). Do our cars radiators have overflow tanks? Does this look like it is leaking ? Is there something I can look at. It is only on the passenger side.

There is no picture in you post, but Tesla's do not have overflow form the coolant system (since it does not heat/boil like an ICE).
Are you seeing the condensation from the AC system?

no pic attached, but the AC condenser is a little overzealous. the condensation on a model S is more than any car ive ever owned, and "leaks" long after the car is "off"

Judging on where it came from, this is definitely blinker fluid. Better get it filled up, and go straight to the filling station because you have a limited number of turns left.
This is probably it
Op better fill it up, otherwise you’ll be stuck only being able to make left turns, hard to get home when your house is on the right.

It has been forever since I posted this, but since the bumper cover is off, you can see the source of the rust.
