NEMA 14-50 outlet shows only 232v should I be concerned?

Generally less that a 5% voltage drop at max load is acceptable.
If you're getting 232V at zero load ;eg multimeter) then that's what you're getting from the grid.

With a 6' (2m) run from your meter box you should get very little voltage drop at load, unless the wiring gauge is too thin.

I have a 40m (120') run from my meterbox to garage (curse it) so can only charge at 25A 240V on a single phase HPWC that could do up to 40A. About 7kW.

I've added a 32A three phase 5 pin plug near the meter box which I can use with an adapter to give 12kW just in case I ever need faster speed.
