Normally, NEMA 5-15 draws 12A and charges at a rate of 6km per hour. I want to decrease the load to 6A or 9A because the plug in the garage is somehow shared with a receptacle in the kitchen, so when the toaster oven goes on, the circuit breaker is triggered when charging. I decreased the amps to 6A or 9A but still observe a charging rate of 6km/h. Shouldn't it be reduced to 3km/h or 4.5km/h respectively?
