NEMA 5-15 charging at 6A or 9A

Normally, NEMA 5-15 draws 12A and charges at a rate of 6km per hour. I want to decrease the load to 6A or 9A because the plug in the garage is somehow shared with a receptacle in the kitchen, so when the toaster oven goes on, the circuit breaker is triggered when charging. I decreased the amps to 6A or 9A but still observe a charging rate of 6km/h. Shouldn't it be reduced to 3km/h or 4.5km/h respectively?

It takes a few minutes for the rate on the screen to catch up. Now that you have it set lower, the next time you plug-in you will, likely see the slower rate reflected.

This is because the distance per time displayed is an average over the whole charging session. You can also stop and restart charging to update the displayed rate.
