New 60kw model S, with 75mw battery back - will the Model 3 follow?

Anyway with the announcement of the new cheaper 75kw model S that is software locked to 60kw I'm curious if the same software unlock might apply to the Model 3? It certainly would help streamline the production which Elon has stated will be critical to getting 400k reservations out door

I wouldn't want a 60kW pack in a Model S, but 70mW is even a lot worse! 70mW couldn't even move a toy car, what were they thinking?
