New Colorado traction and chain laws

Looks like there could be times this year when chains are required regardless of having snow tires. Am I misreading this?

I wonder if that Code 16 scenario is actually one where they would have closed the road entirely in years past but now we'll be able to stay on the road with proper equipment.

Anyone have recommendations for chains for the Model S?
