Haha. Apparently they may be rescinding that law.

All joking aside, I can tell you that that law was all about (at least, its excuse for existing) environmental protection It was activated after a series of spills, people trying to fill their car. NJ decided you need a professional (LOL) to fill the car up.

Probably really about jobs, but the justification was environmental. Used to live there, family member was a politician, tried to get that rule repealed.

That law really needs to go away. Consumers deserve the option of self serve. Of course full service option could still exist, and the market will dictate where customers go
