The significance depends on how many are at dealers (worthless to drivers of non-Leafs, not accessible outside of business hours, unknown reliability as it's typically not maintained well nor is it mapped well, esp. in regards to status) and locations that are only open during business hours (this issue popped up in a recent story about a Leaf stranded by the Blink charging network: http://www.plugincars.com/why-ev-charging-companies-need-notification-systems-126133.html)
