No airflow from front vents?

My 2017 Model S side windows are fogging up pretty bad and no climate setting seems to help with it.

I notice that my front and leg vents have very low, close to no air flow unless I turn on recirculation at the highest fan setting. This isn't normal? I'm the second owner, so I had the cabin filter replaced, let assumed the previous owner didn't change the HEPA filter, can this cause this symptom or something else is causing this?

Sounds like one or more flaps are not opening/closing in the duct system.

Found my issue, someone forgot to plug back in the intake air plug

Hi. Can you elaborate on how you found this and where. I hvac air flow has been spotty.

Actually the issue is the air flap motor/actuator. The air flap is always in the closed position and not allowing for outside air to enter then cabin when recirculation is off.
