I’m running 2019.15.104.1 753f0a5 and the car says I’m “up to date.” The car was born July 13th 2019. Is this the most up to date version? I don’t have beach buggy, is that only on premium trims?

I have my car connected to WiFi... but I think it’s only getting about 1 “bar” of WiFi so I’m not sure if that’s enough or not...

Try running Fast.com using your car display web browser, and check both the download and the upload Internet speed.

In my personal case, there was no problem during speed testing using my smartphone but the car web browser upload was hanging.
So I installed a WiFi extender in my garage and since I received regularly new updates. I'm currently under 2019.28.2

Note: On your smartphone, under the menu 'Select Service' there is a sub-menu 'Software Update'.
You can send a message to your service center requesting to get new updates. This might help.

There is also an option to select to get the latest release under the 'Software' menu of your car display.

Sorry, I should mention I have a SR+ so I don’t have the browser... I’m thinking of just running a cable around the house to the garage and using power over Ethernet to add an access point to the garage.

You could also use your phone as a hotspot just for the times you get notice of an update if you have enough data.

Doesn't matter if you are connected to WiFi or not or how strong it is. The only thing that matters is if it says you have an "Update Available". This will happen if you NEVER connect to WiFi or stay connected all the time. If it says so then you will need to connect to WiFi. If not there is not much you can do EXCEPT. You could try using the app and Schedule Service>Software Update.
