No forward vehicle detection in heavy rain

We are suffering from the Atomospheric River rainfall in the PNW. Lots of rain and wet roads. Twice on the way home from work, driving on city streets, I have no vehicle detection or graphics for the cars in front of me. Not impressed with this "safety" feature. Is this a product of a disabled radar and reliance on camera only detection?

I have no problem with heavy rain, my wife almost hit a jaywalker and AEB slow down the vehicle significantly. I find forward collision too sensitive even if it's raining hard..
