No power output from OBD2 cable / Model 3

I bought and installed the ODB2 cable for my Model 3 today, but it does not output power from the ODB2 socket, and the Bluetooth ODB2 dongle does not power on (No LED blinking and no searchable Bluetooth ODB2 device). The same OBD2 Bluetooth dongle on my Toyota car can work correctly.

Since I have two ODB2 cables for Model 3, both were tried and installed on the same Model 3 car, but it still has no power output to the Bluetooth dongle.

I already "Power Off" my car from the touch screen and wait for maybe five minutes before installing the ODB2 cable, but I am not sure if the car was completely shut down or not, as the screen was turn-on immediately after I push the brake pedal. Anyway, I tried several times but still had the same issue, NO POWER OUTPUT to the Bluetooth ODB2 dongle. Any suggestion?
