Noise in front when starting in cold

Not sure, but it happens several times during a drive, mainly when I start from a stop light or stop sign, straight or turning does not make any difference and it does not happen each time. Randomly. It seems to be more when it is 35 degrees and below? I run my heat on manual and no AC turned on...

I hear it on a RWD LR 2018. I always thought it was something to do with the traction control (cold roads = a little slip at start) and it somewhat sounds like a pump running for a second.
 
I've heard the same, always thought it was this (from the manual):

Brake Disc Wiping
Model 3 is equipped with brake disc wiping,
which automatically assists in maintaining
brake responsiveness in cold and wet weather
conditions. When such conditions are
detected, brake disc wiping repeatedly applies
an imperceptible amount of brake force to
clear away water on the brake disc surface.
This ensures your brakes are responsive even
during poor weather conditions.
