We all know the $2500 order fee (+$1000 reservation fee) is non-refundable after an order is placed.

In the event that the final purchase isn't ultimately completed for whatever reason, does anyone know if that $3500 can be used toward another Tesla purchase in the future (powerwall, solar, etc)?

Those that don’t get approved for financing, then loosing the deposit would suck big time.

You could try to get pre-approval from a local bank first. The risk is still there though. I know (in Canada anyway) a given bank will often say "Yes" your approved with a few quick checks, for both a mortgage or a car loan. Then when the final days approach, they can decline.

This happened to a friend for a mortgage, and to myself back in the day when I was 20 years old buying my first car.
They still do this today. Not sure how it is in the US though.
You really never know if you are approved, until the final signature. Unless you have loads of cash of course :)
