I recently got.my Model 3 and I have tried to use supercharger (same one) a couple of times. It is a 250 kW supercharger but I don't get anything more than 150-160kw.
Couple of times when I have charged battery has been about 40%- could that be a reason?

Yes that is correct. To get full speed you need to show up with a battery that is nearly empty and hot. Even then 250 kw only lasts a few minutes before it starts to taper down.

It's really unfortunate that Tesla don't publish this type of information. We need to rely on independent testers to gather and publish their experiences. Tesla could easily show the "theoretical max" on your charging screen. I think it's a conscious decision to not present too much information to the users.
They can change the charging curve as they wish in software updates too so don't take this as very precise information. The main piece of information is that you need a few percent charge in the battery before it rips to full speed, and it cannot sustain that speed past 40-50% charge.

I'm not aware of any EV manufacturer that publishes charging curves. There's too many variables (temperature, for example) and people would complain that their car is not charging correctly.

I understand. However tesla could calculate all those variables once you're plugged and tell you what max you should expect at the moment. They calculate it already... If you're not getting that power then it's the charger that isn't pushing the maximum. Sometimes its because of a hot handle for example. They could even explain that on screen. That's all I'm saying.
