What Elon means is, because the longest range Model 3 with 2170 cells will have less than 343 mi EPA range, they don't want to widen the gap between S and 3 by increasing the Model S battery capacity when they switch to 2170 cells. Here is what I mean:

Nov 2016: Model S 100D : 343 mi EPA (with 18650 cells)
Jun 2017: Model S 110D : 377 mi EPA (with 2170 cells) << Cancelled because would make Model 3 look bad.
Jun 2017: Model S 100D : 348 mi EPA (with 2170 cells) << 5 mi range increase because of reduced weight.
Sep 2017: Model 3 55D : 225 mi EPA (with 2170 cells)
Sep 2017: Model 3 80D : 300 mi EPA (with 2170 cells)

I don't believe in this theory. I can be wrong on my assumptions, but I guess that the Model 3 55 will have a minimum of 250 mi EPA (with new battery pack technology and new 2170 cells, more efficient drive train and brake regen, and a better drag coefficient than the actual Model S), the 55D should have something like 265 mi EPA, the 70D a 325 mi EPA and the P70D at least 295 mi EPA. The Model 3 80 should only appear in 2019 with something like an 80D at 355 mi EPA range, when the new Model S with new 2170 cells and improvements in power/drive train and overall weight, will have the low end 100 kWh battery pack with 365 mi EPA and an high end 120D with 425 mi EPA to fight the Porsche E and other BMW, Mercedes and Audi all electric luxury sedans.

I don't see why it is a bad thing if one Tesla model is improved over another.

People buy what are available and what suit them best.

If people need more range and if Model ≡ has less range, then they'll choose to pay up more for a Model S for longer range if that's the case.

There's no losers in that Model S 110D!

So what happened to the EM statement they were going to up the capacity an average of 5% every year?

Through calculations too vast for your mind to encompass he decided 100kWh is the point of diminishing returns, now its time to focus on efficiency for a while?

Rest assured, there will be bigger packs down the road... but these won't be realised until the new format cells are in place. Knowing Tesla they will figure out a way to drop the 0 - 60 times and increase the range for S & X between now and then anyway
