If Tesla engineers do want the bottom (say) 10% of any cell part of any pack size, then of course you are right.

Battery technology says that below some minimum voltage, most batteries are permanently damaged. I am assuming that this is the reserve that is being discussed. Not a 'extra gas tank' type of reserve.
