I saw some news about a NY State introducing a $2000 credit for purchasing an EV, but I've found very little information about it. I managed to track down the legislation for it here, specifically Part AA toward the bottom, but if I'm reading it right it just seems like the legislation says that they're going to create a $2000 tax credit at some point in the future, some minimum vehicle capabilities to qualify, and that's it.
