Found this thread looking for something to fix that ugly mug on my Model 3. Actually wrote to the maker of that Hybrid (Obrist Powertrain GmbH) and they responded:

Thank you for your email and your interest on the bumper used on our Obrist Mark II HyperHybrid prototype vehicle.

At the moment the bumper is a very complex prototype, manufactured in Germany and adapted by us. The German manufacturing company already had inquiries from Tesla Norway, which they declined as the effort was too high compared to the profit.

However perhaps times have changed and you want to try asking them again.
