Yes, this is what I've been worried about. That these crazy operators charge ridiculous rates, or the chargers don't work (looking at you KSI), that the metrics come back as "nobody really wants to use them" let's not throw any more money at EVs.
 
When you look at the difference between Québec’s Electric Circuit system and the mismanaged farce that was the Ontario charging rollout, it really is telling. Ontario should have just given the whole contract to Québec and it would have been done by a company with the expertise and experience to do it well. And you could have stipulated having the same rates they have in la Belle Province and with a system of apps and cards that would be universal within Ontario and within Québec.
Québec now has a reliable network that covers the province and that potential ev buyers can rely on, something Ontario can still only dream of.
 
Another story in the Globe on EVs. Probably right that Ontario won't hit 5% by 2020, especially if the next government cancels any incentives.

Not sure if the province ever said this publicly, but even back in 2015 when I was still involved from the utility perspective, they were referring to the 5% target as more of an "inspirational statement" than a "goal".
 
Another argument for high amperage L2 charging!

Even though cost of power is only a piece of the puzzle, there is one caveat: larger commercial customers with demands of over 50 kW pay a utility demand charge (kW). It is possible that a higher amperage L2 could cause the building's service to incur a higher demand fee.The energy (kWh) would be the same.
