A lot of misinformation in that article. It isn't a $75/59k rebate. It is a 60% rebate of the difference between an electric semi and a comparable diesel semi. So if a normal diesel semi costs $90k and the Tesla Semi costs $150k they would get 60% of $60k back. (or $36k.)
To get the full $75k rebate the electric semi would have to cost $125k more than a comparable diesel semi.

This is in Canadain dollars so a long-range Tesla semi will be around $250k. How much the rebate will depend fully on what they consider a "comparable" truck. If they consider a base Freightliner day cab as a comparable truck than the LR Semi would get the full credit. A few big things this article doesn't mention is:
a) The program is capped at 12 million so it would only apply to a couple hundred trucks as it stands
b) The Ontario Liberals are unlikely to last the year so there is a good chance to rebate will never exist.
c) Being an Ontario Liberal program, their cronies probably have a plan to suck this money up before the Semi even comes out.
