My guess is no way it would be ready in two weeks. I’ve watched the progress on the Lynnfield MA and Braintree MA SCs that just opened, and it was about a month after the bollards (charging stalls) were installed that they went online.Yes, just like in the movie "The Money Pit"...
In actuality, it's more likely that the 2 weeks estimate was only for the work that the one particular crew was doing.
it could take two weeks (or longer) just for the local electric company to put the transformer in place.
I don't think we've seen the pedestals for this site yet either, and those have been holding things up all across the country.

Yes, the supercharger cabinets have liquid cooling of the charger stacks inside. They always have. This has no connection to the distinctions between V2 and V3. It's the charging cables that plug into the car which are newly getting liquid cooling for V3. But that's totally different. These will still be V2 (well, technically V2.5), i.e. max of 150 kW. Besides the obvious difference from the V3 cabinet design, you can see the nameplate on the cabinets in the pictures explicitly calling them such.I think I see piping with insulation on it inside the cabinets, so maybe? Liquid cooling would imply V3 superchargers.
