In many territories it is illegal to sound your car horn on residential streets between the hours of 11pm-ish and 7am-ish.

So why are pedestrian noisemakers active 24-7?

Bound to disturb the neighbours.

Wow, I wish my town had a rule like that! I hate the sound of unnecessary car horns during sleeping hours. The worst offenders (in the sense of being unnecessary) are the cars that beep their horns whenever someone locks the car with a remote key fob. That was a terrible idea, I wish no one ever started that! Much prefer the silent light flash from my Tesla.
