You can install our site as a web app on your iOS device by utilizing the Add to Home Screen feature in Safari. Please see this thread for more details on this.

I'm pretty sure that's a no. I don't even think the older cars have the harness to plug the speaker into. It would be a hassle to install a harness to the computer inside the cabin.
The law only applies to vehicles manufactured since September 2019 and even then only 50% of vehicles ramping up to 100% of vehicles manufactured in September 2020. Since the law does not require retrofits on vehicles built before this it is highly doubtful Tesla will do any retrofits.
I asked our local Tesla and they said it wasn't settled yet what the policy would be, nor pricing. Spare parts are not yet available in country so it's not possible to arrange as part of the pre-delivery either.
Sorry to necropost but does anyone know if it is possible to install the speaker on a model 3 that doesn’t have it? Mine has speaker holes but just no speaker.
