Pennsylvania EV Rebate

    A fellow Model 3 (soon to be) owner called Harrisburg. In August, they are changing the language to include more Model 3s. If you subtract the cost of the long range battery ($9K) from your purchase price (including destination fee) and it is under $50K, you qualify for the $1750. You have 6 months from date of purchase to apply. The website has not been updated yet, so I'll keep checking and let you know.

    Does the PA law include the delivery fee and various title transfer/plate fees when checking that purchase price limit? Because technically you can currently order a $49K Model 3, with zero options, and expect delivery by December but the delivery fee will push it to $50K.

    If PA follows the federal tax credit, they consider the car $35k base price, and the tax credit is based on that, not the added 20K in options.

    I received the $1750 PA EV Rebate yesterday after applying about three or four weeks ago. My Model 3 was $51k including destination (excluding taxes)...so it seems they are allowing for total costs >$50k total to now be eligible for the rebate.

    The Fed tax credit has nothing to do with the price of the car. The only limiting factors are size of battery and the purchaser's federal tax liability.

    Ohh snap! Have to file now. I thought over 50k was excluded.. guess it doesn't hurt to file either you get it, or it's rejected...

    I applied this evening, we will see what happens and how long it takes. I'll reserve the money for building a driveway and garage for my 3 for this winter.

    Interesting, I had written this rebate off. The link above says it is through July 31. Does the program end at that point or will it be extended?

    May I ask, what did you submit as the "bill of sale"? I submitted what I received from Tesla, including a "retail installment sale contract" with a red stamp saying "bill of sale" and Harrisburg apparently doesn't consider this the bill of sale for the vehicle (my Tesla SC says it is). Any help would be very much appreciated.

    Looks like the language has been updated on website, now mentions vehicle final purchase price so performance models probably excluded :-/

    *Beginning August 31, 2018, DEP will be implementing the following changes to the rebate program. The program offered will be reassessed on June 30, 2019.*

    Rebate amounts for Battery Electric Vehicles (BEV), Plug-in Hybrid Electric Vehicles (PHEV) and Hydrogen Fuel Cell vehicles supported by the program will be as follows.

    • A $2,000 rebate for BEV and PHEVs with a battery capacity greater than or equal to 85kWh.
    • A $2,000 rebate for Hydrogen Fuel Cell Vehicles
    • The eligible vehicle final purchase price cap is increased from $50,000 to $60,000 for Hydrogen Fuel Cell Vehicles and BEVs and PHEVs with a battery capacity equal to or greater than 60 kWh.
    • A $1750 rebate is available for BEV and PHEVs with a battery capacity less than 85 kWh and equal to or greater than 30kWh.

    We were denied under the "current" program, but told to "reapply" for this one.

    I had to go back and forth with Tesla delivery specialist and PA rebate representative on "Bill of Sale" for over a month before I got one from Tesla that PA would accept.

    can you describe what exactly it looked like? was none of the original paperwork from Tesla acceptable? this is great news as I will get this rebate now it seems

    The PA rep emailed me a couple times over a few weeks saying I needed to send a bill of sale, and she emailed me a copy of what it looks like. It was a form I had gotten from Tesla and had already emailed to her TWICE, along with other papers. I wrote in the email after checking my Sent folder that I'd already sent it on 8/9 and 8/21, and finally it was accepted.

    I took autopilot out of my config today to get below the threshold. Interestingly the configurator told me I could get EAP after delivery for $5,500 if I did so by 9/24. Definitely makes the effort worthwhile to save $1,250, and I like the positive (laughable?) thinking that we'll have the car in three weeks. I haven't heard a peep since June 26 when we originally configured.
