PG&E declined rebate stating purchase contract invalid

I purchased 2020 Tesla Model 3 recently and applied for PG&E clean fuel rebate. My application is declined with following comments=>

- The provided purchase agreement is not complete or missing seller or buyer signature.

However, this is the purchase agreement I have in my Tesla online account. I could not find any purchase agreement that has signatures. I am obviously missing the final doc that has both buyer and seller signatures. I could not find this doc online. Now that there is no customer support number to call, I am wondering how I can get the doc without having to visit Tesla dealership in person. Any comments/advice?

Email your delivery specialist and ask for a copy of the document you signed when you took delivery of the car.

I talked at length to PGE folks. They are still in the 19th century and don't accept electronic signatures which is what the Tesla's purchase agreeement has. I got my registration and they approved it within a couple of days.

Given that the registration is coming in at about 4-5 weeks from Tesla, it is easier not to fight city hall
