PG&E TOU rate plan will not allow me to change plan?

I am on the TOU every day plan (.Time-of-Use (Peak Pricing 4–9 pm Every Day).

I tried to change my TOU plan to E-TOU-D (Time-of-Use (Peak Pricing 5-8 pm Weekdays) E-TOU-D)

When I attempted on their WEB site to change my plan they tell me:

"ACCOUNT NOT ELIGIBLE
There is no eligible Service Agreement for selected Account. Please select another account or call customer service."

Why am I not allowed to change my plan?
 
You are only allowed to change plans once per year, with some exceptions. I believe if you get an EV you can change to the EV2 rate plan even if you have had a rate change within the last 12 months. There may also be an exception if you were forced to change versus elected to change on your own.

The main reason for this is that some plans are better for Summer or Winter use and they don't want people to game the system by flipping back and forth. Rate plans are carefully calculated for average revenue and profitability over the course of a year.
