plans for Superchargers in Japan

Most of the Supercharges which were "coming soon" as the end of 2018 now marked as "coming by the end of 2019".
Is there any info why they were pushed back by more than a year and when are they actually coming?

I am most interested in the Koriyama one as I go snowboarding to Aizu Bandai almost every weekend and Koriyama SC will be a lifesaver for me.

I hope they hurry up and start building out more SCs. Just to get some more options.
