I'm not really up on building factories. But the way I read it, the Albuquerque plant may be more than just an assembly plant. In other words, some parts may be manufactured there. Reading Micheal Marks comments on GM (in another thread), I'd guess that he wants to shorten the supply chain wherever possible.
