I am currently working with the Town of Plymouth to change its zoning bylaws to make it easier to install charging stations....
Here are some of my thoughts...

Public Electric Vehicle Charging Fast Tracking Bylaw:

The purpose of this bylaw is to speed up the permitting process and already have a uniform process for installing public electric charging stations on private lands.


Reduce Red Tape
:

1. No special permit is required and its an already allowed use for commercial locations: Shopping Centers, Malls, Car Dealerships, Restaurants, Banks, etc...

2. No special permit is required for industrial lands and its an already allowed use.

3. Reasonable inspection times.

4. URL bylaw link on the Town website for owners installing public charging stations at commercial & industrial locations...


Types of Stations:


1. The Bylaw will allow for 120v & 240v single phase and 3 phase 208v/480v powered stations. This includes full support for the following:

1. Level 1 Stations (120v): 15 amp & 20 amp
No Building Permit Fee...

2. Level 2 Stations( 208v/240v) : J1772 (ex: ChargePoint), nema 14-50 (50 AMP RV Plug), HPWC (ex: Telsa Wall Connector 80 AMPS)
No Building Permit Fee...

3. Level 3 Stations ( 3 phase power ) - CHAdeMO or Tesla SuperCharger Stations are examples (50 kWH to 200 kWh stations)
Reasonable Building Fee...
Reasonable Electrical Inspection Fee...


Time frame
for Permitting:


1. Level 1 Stations – Can be installed at anytime in a public parking lot at the owners discretion...
2. Level 2 Stations – Can be installed at anytime in a public parking lot at the owners discretion...
3. Level 3 Stations – Goal is keep permitting process to 2 – 4 weeks MAX; construction takes 2 weeks.
