Proper way to remove excess Tesla Repair Kit metallic paint?

I had some paint touch up done with this kit prior to getting my blue M3 ceramic coated and PPFed in the front. One of the spots where the installer touched up has quite a bit of excess paint glob that has dried, however, and I'm wondering the best way to remove that without causing further damage? I know touch up isn't perfect but this is pretty noticeable.

Pardon the dust, this car lives outside and it just rained.

If it was done with the kit, I would use the Sealact that came in the kit to try to remove it. It will probably work with some rubbing effort and letting the touchup paint soak even though it's dried for a long time.
