Question about starting/driving via bluetooth/App

Hi everyone. I have a 2013 Model S. I no longer carry a key and so I unlock/start/drive car via the App. HOWEVER, my friend has a new Model 3 and he only needs his phone ON him, without the App even open/running and he can unlock/start/drive his Model 2. This should be a software issue, not hardware, so why do I have to us the App and he doesn't? It would be much more convenient to not have to open the App, use FaceID to start/drive, etc.

Any thoughts/explanation on this?
 
Tesla changes to Model 3: "Your Model 3/Model Y comes with two key cards and one bifold wallet for easy entry, operation and transport. Key cards are convenient for when your phone is not accessible, out of battery, or if someone else needs temporary access, such as a valet.

To lock or unlock, tap your key card on the center of the pillar to the right of the driver’s window. To start your Model 3/Model Y, tap your key card behind the cup holders and place your foot on the brake pedal to start.

Note: Access cannot be granted from the passenger side of the vehicle."
