question on private party used car sales tax

I have some very general questions on private party used car sales tax.

I purchased my Tesla new in the state of California and paid the full tax amount on it. Then I moved to the state of MA and registered the car here. Now, someone from California is interested in buying my car used.

What is the sales tax amount that the person will pay? Does it matter that my car's tax was initially paid in CA?

Also, I have a loan on the car where I can pay off the remainder with the sale of the car. Does the remainder on the loan in any way have an affect on how much tax is paid? (e.g., to only pay tax on the principal, or to pay additional tax based on it).

Doesn't matter in CA, apparently. You can only avoid CA sales tax if the car's owner registers and uses the car in another state for at least 90 days.
