They could provide a conditional quote, "if it's as you say, then it'll be $X." But there are a lot of unreasonable people out there who will get upset with them for "bait and switch" because their amateur assessment of the situation was wrong.

Yes, you are right....I just didn't like it, but I understood completely what they must deal with in the public realm. I would have been fine with a disclaimer or conditional quote, but its important their approach protects them.

They must spend a lot of time driving around for quotes though.

I got quote from both the Tesla recommended companies in Northern VA and they were way too high. One has quoted around 2000 for pulling a cable from basement where the panel is to garage which is almost right on top of basement. I checked with my contractor and he did it for less than 800 including permits. I have the HPWC placed in garage. I would suggest shop for better quote
