Rear-facing seats not yet approved in Canada?

In the recent Autos.ca first drive review of the Tesla S, they mention that the rear-facing seats have not yet been approved in Canada.

I know not many cars have been delivered north of the border to date, but does anyone have any info on this?

I've tried to get info since I have 4 kids and NEED them; the only solid answer I got was that all due bill items for Sigs are supposed to be completed by the end of March.
